Assault 3rd Degree Ct - Jameson Chapman, 48, of Deep River, was arrested and charged with second-degree breach of peace, risk of injury to a child and third-degree assault after he allegedly attacked an 11-year-old boy on a bicycle.
DEEP RIVER. Civil rights advocates said Wednesday they have spoken to the state attorney's office about filing hate crime charges against a local man who was filmed throwing a black child off his bicycle.

A video taken by the 11-year-old boy's friend shows 48-year-old Jameson Chapman swearing at the boy and telling him to "get me out of town." State police charged Chapman with second-degree breach of peace, risk of injury to a child and third-degree assault in the June 27 incident.

"Yes, a person was arrested, but we believe it's more of a hate crime than a risk of harm to a young child," said the Rev. Boyce Kimber, pastor of First Calvary Baptist Church in New Haven. He described Chapman as a "violent man" who should be controlled by the police and the judicial system.
"It's serious, it's not a toy," Kimber said at a press conference in Deep River Wednesday morning.
Court records show Chapman was released from custody after his arrest. She was ordered to have no contact with the boy or his friend who filmed the encounter.
Asked if law enforcement would have trouble proving Chapman committed a hate crime, Kimber said the boy has other white children.

"Why didn't he go after them?" Why should this one two-headed, black individual be singled out," he said.
Kimber said she and her family welcomed the conversation with the Deep River first selectman and the community. "It's surprising, it's a shame that we are standing in front of the municipality and talking about a child being subjected to an adult man, 11-year-old children, come on, how old is he?" he said.
He added that if the state's attorney did not commit to a "thorough" investigation, "we will be back, and when we come back, we will bring more people with us."
The boys first encountered Chapman when they rode their bikes to a restaurant on Main Street around 5:30 p.m., state police said in a news release. Chapman became angry when the boys confronted him, the report said.

He raised his voice and asked the boys if they were from Connecticut. The boys then went to the store, where they encountered Chapman again, who started yelling and swearing. They waited in the parking lot for him to leave, but they met a third time because they were going in the same direction as him.
At that point, Chapman cursed at the 11-year-old boy and threw him off his bike, the video and report said. The boy suffered cuts and scrapes on his legs and arms after being thrown to the ground, the report said.
