El Paso Population 2021 - EL PASO County, Colorado () - Denver County has seen constant conflict in recent years, but now El Paso County stands alone as it has more people and land than any other county in Colorado.
That fact was confirmed this week by County Assessor Steve Schleiker, based on data from last year's US Census Bureau.

The office's website lists a population of 730,395 as of April 2020, but Schleiker said data is still being collected and the actual population may be closer to 790,000.

"A large portion of this population comes from the Denver metropolitan area and Douglas County," he said. “They settle in Monument Area, Security-Widefield and Falcon. The Falcon area is one of our fastest growing. El Paso County is a great area and people love it."
But with that rise come growing financial challenges, which top elected leaders across the state warned county commissioners about on Tuesday.
The sheriff, district attorney, clerk, recorder and assessor warned commissioners that these departments will need more resources and funding in the coming years due to continued growth and unfunded requirements from new state laws.
For example, two upcoming new laws will require prison staff to monitor the behavior of mentally ill prisoners more closely and provide prisoners with two hours of fresh air breaks per day.

"We think it's going to cost us about $3 million," said Janet Huffor, a spokeswoman for the sheriff's office.
Commissioners have complained for years about state mandates that fail to provide state money and leave counties to pay the bill.
"I think from now on, every time we get a state mandate, we should ask the state to fully fund it," said chairman of the commissioners Stan VanderWerf. "We're tired of it."
Rep. Tim Geitner, a local Republican state legislator and husband of Commissioner Carrie Geitner, blamed the Democrat-controlled state government for the unfunded seats.

"What can we do about it? That's a good question," he said. "We are aware of the impact of unfunded mandates on local governments. Unfortunately, this is the case, but perhaps we will discuss it in more detail at next year's session."
But the sense of urgency for county leaders is now focused on helping departments that provide services to a growing population.
"We did what we could with limited staff and resources," Schleiker said. “But this cannot continue with the growth we are seeing, and this growth is not going to stop any time soon. Most of our departments are understaffed and understaffed than the Denver County Metro."
However, he added that the district's staff are doing a great job and do not anticipate a need for more staff, and there are no budgetary issues or critical needs.

It's not clear where the district might find more resources; officials are already facing road improvement needs, which Commissioner Chairman Stan VanderWerf recently described as "hundreds of millions of dollars".
Since only 30% of county revenue comes from property taxes, Schleiker said one option already being discussed by county officials is to collect property taxes from some local nonprofits - many of which are exempt.
The county assessor only has the authority to discharge federal, county, municipal, and school district property. Non-profit organizations such as churches must apply for an exemption through the Property Tax Department, and this exemption is not always granted. Some nonprofits pay property taxes if the department determines they are only partially exempt. The question of why nonprofits don't pay property taxes is something that goes beyond the statutory powers of the county appraiser, and any change would require action by state lawmakers.
"Another option might be to find a way to raise more revenue from all the construction that's going on in the county," he said.

However, it should be noted that new construction is one of the variables used to determine the income limit of the TABOR District, and the inclusion of new construction is verified annually by the Office of Appraisers. This is not a new source of income that has not yet been considered.
One solution is expected in the next two years, on a vacant lot opposite Fire Station 2 in Falcon - one of the fastest growing areas in the county.
The county will build a Sheriff's Office station there to cover some county departments and eliminate the need for citizens to travel to the Western Colorado Springs Citizen's Relief Center for business.
"It's a huge convenience and time saver given the size of the county and the amount of travel that citizens and employees have to do with it," said Sheriff Bill Elder. "We don't yet know what the cost will be, but we'll be asking the public for feedback to see what services people think should be there." About 40 million Americans, or about 14% of the US population, move at least once each year. Much of this movement involves younger people moving within cities, but the trend of Americans moving to warmer climates, more affordable areas and better job opportunities has largely determined migration patterns in recent decades.
As a result of these long-term patterns and the recent period of economic recovery, cities in parts of the country, including El Paso, have lost tens of thousands of residents.
To find the 50 U.S. metropolitan areas that experienced the largest net population decline due to migration between 2010 and 2017, Wall Street 24/7 reviewed population data from the U.S. Census Bureau's Population Estimation Program.
The top 50 cities with the most people moving out are mostly in the Northeast, Midwest, and West Coast, especially in states like Illinois, Michigan, Ohio, and New York. Among the cities where people are leaving en masse are cities such as Chicago, Detroit, St. Louis, New York and Los Angeles.

William Frey, a demographer at the Brookings Institution, a non-profit organization that studies public policy, explained that these cities that are losing thousands of residents to migration are part of a long-term trend of people moving from the Northeast and Midwest to warmer climates, a trend that which has intensified in recent years.
"The history of the broader migration pattern in the US runs from the Snow Belt to the Sun Belt," Frey said. “This migration slowed down a bit at the beginning of the decade, when we were still struggling with the effects of the recession. but it comes back.
Not all cities with the largest net population decline due to migration since 2010 are at the same time the fastest shrinking cities. However, among the U.S. metropolitan areas with the largest net population declines due to migration, the vast majority experienced the largest overall population decline.
Two notable exceptions are New York and Los Angeles. While tens of thousands more people moved out of each city than they moved in, both cities still saw one of the highest net population gains. The reason for this is the natural increase - hundreds of thousands more people were born in these cities than died. Los Angeles in particular saw a net migration loss of 93,959, but the total population grew by more than three-quarters of a million people due to births.

Frey explained that moving from New York and Los Angeles to many of the cities with the greatest increase in net migration is the result of people in those cities being pushed out by growing populations and prices that are the result of economic recovery. “Now that things are getting better again, people are moving out of the cities. With the return of the housing market, people are being released from expensive areas to places where it is more affordable again.”
Frey gave an example of one common migration pattern: Los Angeles to Las Vegas, with the latter having the 15th largest net population increase due to migration. Los Angeles has always been losing residents to Las Vegas, but when the recession hit and home prices fell, the movement slowed down significantly.
Now that housing prices in Los Angeles have soared and become too expensive for many residents, people are moving out of the city en masse again. As of 2016, Los Angeles had the seventh highest median home value of any metropolitan area at $578,200. The median home value in Las Vegas is just over half that, at $233,700.
"The same goes for a city like New York," Frey added. "There's always been a lot of traffic from New York to Florida, but it slowed down significantly during the Great Recession, and now it's picking up again."
